The study aimed to determine the level of organizational flexibility in NGOs supporting small entrepreneurial projects for youth, determine the level of support for small entrepreneurial projects for youth, determine the relationship between organizational flexibility and support for small entrepreneurial projects for youth. This study belongs to descriptive studies, and relies on using the comprehensive social survey approach for youth benefiting from NGOs in Cairo Governorate, numbering (107) individuals, as well as the comprehensive social survey approach for officials in NGOs in Cairo Governorate, the subject of the study, numbering (37) individuals. The researcher applied a measurement form for both officials and youth. The results of the study proved that the level of organizational flexibility in supporting small entrepreneurial projects for youth as a whole, as determined by officials, is high, as it came in order (realism, speed of response, flexibility of systems and laws, consistency). It also proved that the level of support for small entrepreneurial projects for youth as a whole, as determined by youth, is high, and the support came in order (marketing, financing, administrative, technical) and officials are high, and came in order (financial, marketing, technical, administrative). Finally, it proved that there is a statistically significant positive relationship between organizational flexibility and support for small entrepreneurial projects for youth.
