The world has realized the seriousness of the problem of people with disabilities and its size at the global level, and there is a possibility of this number increasing with the factors of rapid urbanization and the increase in road accidents, worK injuries, war victims, etc., and from here came the importance of confronting the problems of disability comprehensively and the necessity of enabling people with disabilities to fully participate in the life of their communities. Empowerment is the method by which individuals, groups and societies can be helped to control their circumstances, be able to achieve their goals, and be able to work to help themselves and others increase their standard of living. Empowerment is a social action that focuses on increasing participation as a means of rethin،ing the practice of the social service profession and the desired social achievement and change. In ways that work to satisfy human needs, the study aimed to reach a proposed strategic framework from a social planning perspective to achieve social empowerment for people with mobility disabilities, This study is considered a descriptive study, and the study reached a number of results, the most important of which was the preparation of a proposed vision from the perspective of social planning to achieve social empowerment for the physically disabled.
