Abstract

Communities seek to achieve development as a path to civilizational progress. Humans are considered the means and end of this development, and then developing countries are interested in making efforts to achieve the optimal use of their available resources, capabilities and energy, which comes at the forefront of human energies and forces, which are truly the goal and means of development at the same time (Abdul Mawgoud, Badr, 2003, pg. 46)
The human element is considered one of the most important elements influencing the development process. The biggest thing facing our country today is how to transform the human element from an element that is a burden on development to an element that is a lever for development. Therefore, the two types of human forces, with the degree of culture, education and awareness, greatly affect the degree of their participation in development and progress. Habib, Henna 2011, pg. 34)
Investing in human resources is one of the most important entrances to achieving sustainable development, and the reference to this is that man is the goal of development and the means to achieve it, which requires optimal investment of all human energies, and therefore all countries are keen to organize, qualify and train their human resources for the advancement of societies, despite the importance of all elements of human wealth and its resources in progress Society and the achievement of development, but the element of youth is of superior importance and the main weight in the production power of any society
