Abstract

The research aimed to identify the requirements for the readiness of NGOs to empower local communities in facing disasters and crises from the perspective of local development. By applying the questionnaire form, the results of the study showed that the most important organizational requirements were the development of research systems and guidance in civil associations, coordination with the Civil Defense Department at the Ministry of Interior for training, guidance, direct dealing with disasters, crises and risk management, and the existence of mechanisms linking civil associations with the needs and problems of society, and the application of Scientific curricula that monitor and plan to face disasters and crises. Economic requirements also include providing financial resources allocated for facing disasters and crises, and improving the level of wages for workers in civil associations. Community requirements also include: supporting community initiatives related to facing disasters and crises, contacting officials to enhance their cooperation. In facing disasters and crises, while the most important obstacles were the lack of job stability for civil society workers, and the lack of financial support for civil society organizations to finance their community initiatives. For NGOs in studying cases and victims of disasters and turmoil He died away from traditional methods, directing studies and research related to facing disasters and societal crises based on empowering the local community.
