There are many organizations working in the field of youth welfare in Egypt, some of them are governmental, some are private, and some combine the two sectors, Youth centers are among the most important youth welfare institutions in Egypt, As it is considered one of the social institutions concerned with the numbers of young people, Organizational development is a method for developing youth centers to solve problems in order to fix their environmental, cultural and social requirements, and to establish the ability to solve problems, The method of community organization is keen to work with community organizations, especially governmental organizations, and to develop human resources within youth centers, in order to bring about change, organizational development and administrative reform, In order to keep pace with contemporary changes in management, the study aimed to determine the use of organizational development as an entry point for the development of human resources working in youth centers. Its results reached to the development of plans in light of the available capabilities of youth centers and the capabilities of workers, The method of management by objectives contributes to raising the efficiency of employees and facilitates the process of monitoring and evaluating the performance of employees, The officials of the Youth Center were keen to identify the training needs of the workers, and to provide databases for the youth centers.
